<h3>Description</h3>
<p>This tool toggles the locked status of the current layer. You may also
toggle the locked status of layers by clicking on the lock icon beside the
layer name in the layer list.</p>
<p>Entities on locked layers cannot be selected, deleted or modified.</p>
